                                             RESOLUTION R-2014-03

           A RESOLUTION TO AMEND SECTION 510 OF THE CONSTITUTION OF THE GRAND
           LODGE A.F.&A.M. OF MONTANA, AND ADD TWO NEW SECTIONS TO ARTICLE V OF THE
           CONSTITUTION, WHICH WILL CHANGE THE TERM OF OFFICE FOR THE GRAND TREASURER
           AND THE GRAND SECRETARY TO THREE YEARS, SPECIFY WHEN ELECTIONS FOR THESE
           TWO OFFICES ARE TO BE HELD, ESTABLISH TERM LIMITS FOR THESE OFFICES, AND SPECIFY
           HOW VACANCIES IN THE TWO OFFICES ARE TO BE FILLED.

           Be it resolved that Section 510 of the Constitution of the Grand Lodge A.F.&A.M. of Montana be amended
          to read:

          510.  ELECTED AND APPOINTED.  T  e Deputy Grand Master, Senior Grand Warden, and Junior Grand
          Warder, Grand Treasurer and Grand Secretary shall be elected by ballot at each annual communication.  Each
          installed Deputy Grand Master shall be considered the Grand Master-elect and will be installed as Most
          Worshipful Grand Master at the succeeding annual communication.  Should the Deputy Grand Master (Grand
          Master-elect) be unable, for any reason, to be installed in the of  ce of the Most Worshipful Grand Master, there
          shall be elected by ballot from the brethren who are eligible, a Grand Master, in addition to the other elected
          Grand Of  cers.  A majority of votes cast shall be necessary for election.  All other Grand Lodge Of  cers, except
          the Grand Treasurer and the Grand Secretary, shall be appointed by the Grand Master.
           Be it further resolved that two additional sections be added to Article V of the Constitution, as follows:


          513.  ELECTION OF GRAND TREASURER AND GRAND SECRETARY.  T  e election of the Grand Treasurer
          and the Grand Secretary shall be conducted at every third annual communication.  T  e Master Masons elected
          to these of  ces will be installed one year af er their election.  T  e term of of  ce shall be three years, limited to
          no more than two consecutive terms.

          516. VACANCY IN THE OFFICE OF GRAND TREASURER OR GRAND SECRETARY.  If the Grand
          Treasurer or Grant Secretary is unable to complete his term of of  ce, the Junior Past Grand Treasurer or Junior
          Past Grand Secretary shall assume the of  ce for the unexpired term of of  ce.

          Committee on Jurisprudence Comments:
          T  is resolution seeks to amend the Grand Lodge Constitution Section 510 and add two additional sections to
          establish elections for the of  ces of Grand Treasurer and Grand Secretary every third year, to set the terms of
          of  ce for these of  cers, establish term limits, and to designate successors in case of a vacancy in of  ce.


          T  e Committee on Jurisprudence has put this resolution in proper format for amending the Constitution.
          In accordance with Section 810 of the Constitution, the Grand Master shall refer this resolution to a special
          committee, which shall review the proposed amendment and make corrections which do not change its
          original intent.  T  e special committee shall report on the proposed amendment by recommending passage
          or defeat thereof, and may concurrently recommend substantive amendments or a substitute Constitutional
          amendment which shall be considered by the members of Grand Lodge.


          If the proposed Constitutional amendment and any amendments to it are approved by a majority vote of the
          members present, it shall be referred to the Committee on Jurisprudence, which shall report thereon at the next
          annual communication.  A three-fourths favorable vote must be received at the next annual communication
          for the amendment to be adopted.

          SECRETARY: Constitution Section 470 permits only three sources of legislation:  1) By written resolution
          submitted and sponsored by a constituent lodge of this jurisdiction; 2)  By Grand Master’s recommendation
