                                                          CJ 2015-08

AN AMENDMENT TO THE CONSTITUTION OF THE GRAND LODGE OF MONTANA,
ANCIENT FREE AND ACCEPTED MASONS CLARIFYING THE TERM “VOTING” IN THE
CONSTITUTION TO ALLOW FOR ELECTRONIC MEANS.
Be it resolved that DEFINED TERMS of the Constitution of the Grand Lodge A.F. & A.M. of Montana
be amended as follows by adding a newly named and numbered section:

110. VOTING. For the purposes of this Constitution and Code of Statutes, "written ballot" shall be
defined as any means approved by the Grand Lodge Executive Committee, including but not limited to
electronic means.

Committee on Jurisprudence Comments:
This recommendation is submitted in response to a question during the Grand Secretary of Washington's
presentation during the 149th Annual Communication in 2015 regarding electronic voting. The Committee
on Jurisprudence, out of an abundance of caution, is submitting this resolution to clarify the Constitution
should the Craft determine that it wishes to use electronic voting at future proceedings.
This recommendation proposes to amend the Constitution of the Grand Lodge of Montana. In accordance
with Section 810 of the Constitution, the Grand Master shall refer this recommendation to a special
committee, which shall review the proposed amendment and make corrections which do not change its
original intent. The special committee shall report on the proposed amendment by recommending passage
or defeat thereof, and may concurrently recommend substantive amendments or a substitute Constitutional
amendment which shall be considered by the members of Grand Lodge.
If the proposed Constitutional amendment and any amendments to it are approved by a majority vote of the
members present, it shall be referred to the Committee on Jurisprudence, which shall report thereon at the
next annual communication.
A three-fourths (3/4) favorable vote must be received at the next annual communication (the 150th
Communication, June 2016) for the amendment to be adopted.
