                   Grand Master’s Recommendation No. 2016-04

A Grand Masters recommendation to amend Article III - Powers and Restrictions, Section 380 -
Secret Work, of the Constitution of the Grand Lodge of A.F. & A.M. of Montana to establish better
safeguards and control of the Lodge Instructors’ copies of the Montana Standard Work and to
update replacement cost of the copies.

Be it resolved that:
Section 380 of the Constitution be amended as follows:

380. SECRET WORK. The Grand Master, Deputy Grand Master and Grand Secretary shall be the custodian
of the secret work and shall provide one copy to each Grand Lodge District Officer. , After the installation
of Grand Lodge Officers the District Officers shall establish with the Grand Secretary that they have their
assigned copy. The Grand Master may, upon request, authorize the Grand Secretary to provide one copy of
the secret work to each Lodge Instructor, who shall sign for his copy and agrees and signs not to make or
allow copies of the secret work to be made and return it to the Lodge Secretary when he is no longer Lodge
Instructor. The Lodge Instructors’ copies of the Montana Standard Work shall be presented and noted by
documentation at the annual installation of officers for each lodge. Each Grand Lodge Officer shall return it
to the Grand Secretary when he is no longer a Grand Lodge Officer. Each lodge shall be assessed a onetime
charge of ten dollars ($10.00) ($150.00) to cover the cost of printing and other necessary expenses for the
secret work.

Grand Master’s Explanation of GMR-2016-04:
Lodge Instructors receive a copy of the “Secret Work” (the written out Montana Standard Work) but,
there is a real lack of a safeguards to ensure the accountability of the book. By having the Copy present at
installation there is a visible check and with the use of the check off list in the installation process we may
have greater assurances that it will not be misplaced. In addition, the cost to replace new hardbound copy
of the Work is exorbitant, therefore, the replacement expense needs to be increased. For these reasons, I
recommend this amendment be passed.

Committee on Jurisprudence Comments:
This resolution seeks to document the possession of copies of the Montana Standard Work held by District
Officers and Lodge Instructors. It also raises the one-time charge to lodges for the cost of each copy from
ten dollars ($10.00) to one hundred and fifty dollars ($150.00).

This recommendation seeks to amend the Constitution. Agreeable to Article VIII, Section 810, the proposed
Constitutional Amendment would need to be referred to a special committee for review. The committee can
make corrections, substantive amendments or a substitute Constitutional amendment that does not change
the recommendation’s intent. That committee shall report back with their recommendation. If the proposed
Constitutional amendment and any amendments to it or a substitute Constitutional amendment is approved
by a majority (50% + 1 vote) it is then referred to the Committee on Jurisprudence to report on at the next
annual communication. A three-fourths (3/4) affirmative vote at that subsequent communication is required
for adoption.
